Newspapers stay in the library because many individuals enjoy reading them.  You may make a photocopy of an article at no charge.  If you would like a specific paper saved for you, request  that the librarian save it.  At the end of the month when newspapers are recycled, pick up the paper when you receive an email or phone call.
